One of the Most DISTURBING Acts in Law Enforcement was Caught on Camera!
Part 1: The Silent Cry for Help
It was late in the evening on November 30th, 2023, when Julian Coleman found himself in the grips of a medical emergency. A 48-year-old resident of Rochester, New York, Julian was alone, struggling to breathe, and unable to control the panic that was consuming him. In that moment of distress, he made a desperate call for help. But instead of dialing 911, Julian called the number for emergency mental health services—211, which connected him to the Capitol Region Mental Health Center.
Julian’s decision to call the right line for his medical crisis was crucial, but unfortunately, it would only be the beginning of a tragedy. The response would set off a chain of events that would expose deep flaws in both the medical and law enforcement systems.
Julian’s call was received by a pair of emergency medical responders from American Medical Response (AMR), a private ambulance service contracted by the city of Rochester. The responders were dispatched to Julian’s location around 2:00 a.m. on Synica Avenue. When they arrived, Julian was already in full panic mode. He could not breathe and was clearly suffering from a medical episode. Julian was desperate to get help, but what followed would leave him with no chance of survival.
Despite Julian’s obvious distress, one of the EMS workers grew frustrated with his behavior. According to reports, Julian, in a state of sheer panic, reached out and grabbed one of the responder’s arms. It was an instinctual act—he needed oxygen, urgently. But instead of receiving the medical attention he needed, Julian was told to get out of the ambulance. The EMS worker refused to treat him.
To make matters worse, she made a distress call to the Rochester Police Department. It’s important to note that the EMS workers, not Julian’s family, were the ones who decided to call the police for assistance. The situation had escalated in their eyes, but it didn’t need to. Julian was in a medical emergency—what he needed was help, not law enforcement.
The Call for Police
As the police officers arrived at the scene, Julian’s family—his son and daughter—were already present, trying to keep him calm. The police officers, however, did not immediately offer any medical aid. Instead, they became involved in what can only be described as an unnecessary confrontation.
The situation quickly devolved as Julian, still panicking and struggling to breathe, was ordered to leave the ambulance. As the officers arrived, Julian’s distress intensified. What followed was a horrifying interaction between the police officers and Julian. The officers repeatedly ordered Julian to leave the ambulance, using words that showed no empathy for his condition.
“You’re freaking out. You need to get out,” one officer said. Another continued with, “We want you out. You can’t stay in here.”
Julian, whose ability to breathe was deteriorating, was instructed to leave the ambulance and walk across the sidewalk to a nearby bench. In a state of shock, he complied—barely able to stand. The officers, having no understanding of the medical emergency Julian was facing, continued to push him out of the ambulance.
The Collapse
After being forced off the ambulance, Julian managed to stagger toward a nearby bench. He sat down just as the officers had ordered him to do. But only 16 seconds later, Julian collapsed onto the sidewalk, unconscious.
You would think that, in the presence of law enforcement and EMS workers, a man suffering from a medical emergency would be immediately attended to. But that’s not what happened to Julian. The officers, along with the EMS workers, did not rush to his aid when he collapsed. Instead, for more than three minutes, Julian lay face down on the cold sidewalk, helpless.
Even though nearly everyone on the scene had witnessed Julian’s collapse, no one approached him. The EMS supervisor, who had just arrived, failed to intervene. The first responders, despite having received distress calls and witnessing Julian’s physical state, did not provide any immediate assistance.
The Ignored Distress
Finally, Officer Jonathan Netton approached the scene and shined his flashlight at Julian’s face. It was only then that he noticed blood coming from Julian’s mouth. That was the moment when the EMS workers finally decided to assess Julian’s medical condition, but by then, it was too late.
Julian was still alive at this point, though he was without a pulse. EMS responders scrambled to resuscitate him, and after a further 15 minutes of effort, they managed to restore his pulse. He was then transported to Rochester General Hospital, arriving just before 3:00 a.m. His condition was critical.
Julian remained on life support at the hospital for another two weeks. Despite the best efforts of medical professionals, Julian never regained consciousness. He passed away on December 15th, 2023, two weeks after the incident.
The City’s Response
The public response was swift and filled with outrage. A city resident had been denied medical treatment during a crisis, left on the sidewalk in the presence of medical professionals, and ultimately died as a result of this negligence. What should have been a simple call for emergency services turned into a nightmare, not only for Julian and his family but for the entire community.
Rochester’s mayor, Malik Evans, was initially unaware of the full extent of the incident until he was informed by Julian’s family just days before the footage was made public. The mayor expressed shock and anger over what had occurred, and it quickly became clear that this was not an isolated event.
Julian’s family, devastated by his death, decided to take action. They filed a lawsuit against the City of Rochester, American Medical Response, and the involved officers. The lawsuit sought damages for the pain Julian endured before his death, alleging violations of his civil rights, gross negligence, wrongful death, and negligent hiring practices.
The family’s fight for justice was not only a personal battle to hold the responsible parties accountable, but it also became a movement for transparency and reform in how both law enforcement and EMS handle mental health crises.
