The footage, played for the council, left Mayor Abdullah Hammoud and the assembled officials in a stunned, heavy silence.
The Rise of Two-Tier Policing?

The “Dhimmi” Sentiment
Higgby ended his testimony with a provocative theological critique, quoting Islamic scripture regarding the status of women and “Dhimmis”—non-Muslims living under Islamic rule who are afforded some protection but are ultimately treated as second-class citizens.
“I shouldn’t feel like a Dhimmi in my own country,” Higgby declared. “But in Dearborn, that’s exactly what it feels like.”
The statistics regarding religious freedom in Muslim-majority nations lend a grim context to Higgby’s concerns. According to the Pew Research Center, Christians face high levels of government or social harassment in 153 countries, with the most severe restrictions often found in the Middle East and North Africa.
Critics of Higgby argue that his rhetoric is inflammatory and generalizes an entire faith based on the actions of a few agitators. However, his supporters point to the “gang war” atmosphere beginning to permeate these localized enclaves, where tribal loyalty appears to supersede constitutional law.

Mayor Hammoud, a rising star in the Democratic party, has frequently pushed back against what he calls “Islamophobic” narratives about his city.
