El Mencho was a ghost for many years. As the leader of the CJNG, he commanded a cartel so vast and powerful that it resembled more of a private army than a traditional criminal organization. The CJNG gained international notoriety for its ruthlessness, its ability to infiltrate governments, and its military-grade weaponry. Under El Mencho’s leadership, the cartel controlled territories across Mexico and extended its reach into the United States, trafficking deadly drugs like fentanyl and methamphetamine. He was the most wanted man in Mexico, with a $15 million bounty placed on his head by the United States, but for nearly two decades, he managed to evade capture. The elusive leader, despite rumors about his health or even death, kept his operation running, an untraceable specter behind one of the deadliest cartels in the world.
But in February 2026, El Mencho’s reign came to an abrupt end. Mexican intelligence had long been on his trail, but it wasn’t until they started tracking someone close to him that they finally cornered him. Through his girlfriend’s movements, intelligence officers were able to pinpoint his location, leading to a raid on a secluded cabin in the mountains of Jalisco. Born in San Francisco, California, in 1986, Jessica had dual citizenship and was raised in both California and Mexico. She graduated in 2009 from the prestigious Jesuit university ITESO in Guadalajara, with a degree in marketing. Upon graduation, Jessica began building a business portfolio that, on the surface, seemed like the work of an ambitious young woman looking to make a name for herself in legitimate industries.
Jessica started registering companies, including J&P Advertising SA, JJ Gone (an agricultural company), and Mizu Sushi Lounge, among others. To the casual observer, this seemed like a woman carving out a successful entrepreneurial career. But federal investigators would later uncover the truth: Jessica’s businesses were part of a sophisticated network designed to launder money for the CJNG.
In 2015, when the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) sanctioned the CJNG, Jessica’s businesses were also placed under scrutiny. Despite this, Jessica continued operating, renaming companies, rebranding others, and evading sanctions. U.S. prosecutors would later describe her as a financial operator at the heart of the cartel’s operations. She managed to conceal billions of dollars and played a crucial role in ensuring the cartel’s money flowed seamlessly through various legitimate businesses.
Jessica was deeply involved in cartel activities—according to cooperating witnesses, El Mencho personally entrusted her with the cartel’s ledgers, which tracked drug debts and cartel profits. She had been in charge of managing the financial backbone of the cartel for years. Yet, she always claimed in court that she hadn’t seen her father since she was 11 years old. This denial, however, was contradicted by multiple pieces of evidence, including intercepted calls and witness testimonies.
In 2020, Jessica was arrested on five counts related to prohibited financial transactions under the Kingpin Act. After over a year of legal battles, she pled guilty to all charges in March 2021 and was sentenced to 30 months in federal prison. She served her time at FCI Dublin in California but was released early in March 2022, under the First Step Act for good behavior. Since her release, Jessica has kept a low profile, remaining out of the public eye in Guadalajara. However, the death of her father in 2026 has shifted attention back to her. Laiisha Oguera González: The Fugitive Daughter

Born in 2001, Laiisha is only in her mid-20s but has already found herself entangled in her father’s legacy. Unlike Jessica, who managed businesses in Mexico, Laiisha opened a modest coffee shop in Paris, California. To the outside world, she was just another young entrepreneur, running a small business with a high Yelp rating. But behind the scenes, Laiisha’s life was far from ordinary.
In 2021, Laiisha’s name became tied to a notorious event. Two Mexican Navy personnel were kidnapped in Zapopan, Jalisco, a move seen as retaliation after her mother was arrested for money laundering. Laiisha was accused of being an intellectual author of the kidnapping, planning it alongside her husband, a high-ranking CJNG operative. After the kidnapping, federal authorities launched a manhunt for Laiisha and her husband, but they vanished, slipping across the border to the United States.
Her husband, Christian Fernando Gutierrez Ooa, a senior CJNG member, faked his death, staged it in Mexico, and used a Tijuana border tunnel to resurface in California under a false identity. He later was arrested for trafficking drugs and money laundering. As of March 2026, Laiisha remains a fugitive from Mexican justice, with an arrest warrant hanging over her head. Despite her fugitive status, she attended her father’s funeral in Guadalajara, walking past security and military personnel without incident. Some reports suggest that she was not arrested due to either a lack of recognition or a deliberate decision by officials not to disrupt the funeral.
Laiisha’s life has now become a mix of contradictions: from a coffee shop owner in California to a fugitive, her name continues to be associated with the cartel that has shaped her family’s fate.
A Family in Ruins
The death of El Mencho has left a power vacuum in the CJNG, one that his daughters may eventually be forced to fill. But their roles within the cartel, or even their futures outside of it, remain uncertain. Jessica’s previous conviction and Laiisha’s fugitive status make them both liabilities in a cartel that is known for its brutal and militarized operations.
