The story begins on February 19th, 2026, when 53-year-old Everard Walker was experiencing a mental health crisis. His family did everything they could to help, dialing the emergency mental health line, 211, rather than 911. The call led to the dispatch of two mental health professionals who, while on their way, contacted the Hartford Police Department for support. The police arrived at Walker’s apartment building at 10:08 AM, but instead of just accompanying the mental health workers, they entered the apartment.
What followed would become a controversial and tragic chain of events. The mental health professionals and officers found themselves in a tense and confusing situation, which escalated when Walker attempted to grab a pot of boiling water on the stove. After being in the apartment for 50 minutes, the officers decided to reenter, but by then, the altercation had become physical. As the situation spiraled, Everard brandished a knife and was shot by Officer Clifford after failing to comply with commands to drop it. Walker was rushed to the hospital, but despite efforts to save him, he died from gunshot wounds five days later. His death was ruled a homicide.
The death of Everard Walker would be followed by another, just eight days later. On February 27th, 2026, Steven Jones, also in the midst of a mental health crisis, was in a similar situation. His sister called 911, asking for an ambulance to respond to his crisis. But rather than an emergency medical response, Hartford Police arrived at the scene. Once again, mental health professionals were not the only ones dispatched. As Officer Jose arrived and was later joined by several other officers, the situation quickly escalated. Jones, wielding a knife, was ordered to drop it multiple times but failed to comply. Officer Magnano, who had arrived later without a taser, was involved in the subsequent shooting that resulted in Jones’s death.
Both deaths raised critical questions about the appropriateness of the officers’ response, the use of lethal force, and the role of mental health professionals in such situations. The city of Hartford had previously launched a program called the Hartford Emergency Assistance Response Team (HART), designed to address mental health crises without the involvement of police officers. However, the program had been quietly dismantled just 10 weeks before the incidents took place, citing the expiration of federal funding.
The city’s decision to scale back mental health crisis response teams and the failure to have those teams available when needed most are central to the conversation. The deaths of Everard Walker and Steven Jones have become a symbol of broader systemic issues, including inadequate training for officers handling mental health crises, the lack of non-lethal options in these situations, and the increasing calls for accountability within the police department.
